Guinka Tchavdarova has a MD in economics and mathematics, Ph.D. on economics in investment efficiency, S.R.F. in Territorial Systems Planning, post-diploma qualifications in USA, France, the Netherlands and other European countries.
Executive Director of the National Association of municipalities in Bulgaria since its establishment in 1996. Previously Director General of the Regional Development and Housing Policy National Center and Director of Economics and Management Institute.
Trainer of more than 100 trainings for local elected representatives and experts, moderator of many discussion, consultant. Author of 70 publications, manuals, practical guidelines, consultative papers, monographs and reports on economic development, local self-government and territorial development programming issues. Developed many programs, prognosis for individual municipalities and regions.
Her qualifications and expertise are in field of self-government, decentralisation, local finance; regional development and citizen participation. Also, working on projects in Albania, Georgia, Kirgizstan, Macedonia, Serbia and Ukraine.
Married with three children.
